National experts, which provided reports for each of the 28 European Union Member States, were asked to explore the overall approach to social investment in their countries along the following questions:

• ‘To what extent do the country’s social policies facilitate early childhood development?
• To what extent do the country’s social policies support the participation of parents, especially women, in the labour market?
• To what extent does the country provide adequate, activating and enabling support to those experiencing social and labour market exclusion?’

The results were collated in a synthesis report which is supported by a wider set of statistical information along common indicators in the annexes.
