Start Strong's policy brief "The Double Dividend: Childcare that's affordable and high quality" is a summary of organisation's submission to the Department of Children and Youth Affairs on its review of funding schemes for early care and education.

Both documents set out policy proposals on how the Government can achieve a “double dividend” of making early year care and education more affordable while at the same time raising its quality.

According to the Irish organisation, outside the Free Pre-School Year, the fees that parents pay for early care and education services in Ireland are among the highest in all EU and OECD countries. Therefore, Start Stromg proposes that the reform and further development of the existing supply-side subsidies – the Community Childcare Subvention (CCS), the Childcare Employment and Training Support (CETS), and the Free Pre-School Year – should include movement towards a Second Free Pre-School Year.
