The Role of Targeted Services in Early Childhood Development

A blog by Reneta Krivonozova, Eurochild Policy and Advocacy Officer for Child Poverty, about her participation as a speaker at this year's International Step by Step Association (ISSA) Conference in Sofia, Bulgaria.

The event dedicated to discussing pressing themes surrounding Early Childhood Development (ECD) brought together experts, researchers, practitioners, and policymakers to share knowledge and experiences, continuing a rich dialogue aimed at enhancing ECD outcomes. The conference also organized a range of engaging activities, including pre-conference workshops and site visits, providing opportunities for learning and networking.

Eurochild was invited to speak at a panel discussion titled "Investments in Targeted Services for Early Childhood Development." In line with the panel’s theme, Eurochild gave an overview of the possibilities the European Child Guarantee presents but also emphasised the importance of investments in targeted services in supporting children and their families in remaining together.

Participating in this event underscores Eurochild's commitment to leveraging EU influence to support families facing adversity. It also reinforces ongoing efforts to raise awareness about the Child Guarantee and the factors that contributed to its adoption. Through our participation, Eurochild advocated for the implementation of preventive measures to minimize the separation of children from their families, particularly due to poverty.

Additionally, our work in Bulgaria, alongside the analysis of biennial reports submitted by Member states, highlights the urgency for a balanced approach to address the needs of Roma children. While it is essential to implement universal measures that recognize their rights as children, it is equally important to develop targeted interventions based on their specific circumstances, as they are often identified as disproportionately affected by poverty. These children and their families face unique forms of discrimination that are often overlooked when formulating policies and measures to address their needs.

Alongside a diverse line-up of experts who shared valuable insights into good practices across Europe, Eurochild also conveyed examples of working programs and initiatives drawn from our work with our member organizations, reflections provided in our annual report, and analysis of Biennial reports submitted by Member states.   

Equitable outcomes for children and their families can only be achieved by prioritizing investments in preventive measures and leveraging knowledge and resources effectively. Eurochild will continue advocating for the optimisation of EU funding that supports a need-based approach, addressing the unique challenges faced by vulnerable communities. By upholding our commitments at national, European, and global levels, we can ensure that we do not limit children’s opportunities to grow in nurturing environments, surrounded by their families.
