Young adults: (without) hope?

The French law on support for young adults leaving care has been amended

The National Assembly has adopted an amended version of the proposed law on the support of vulnerable young adults leaving care. The CNAPE (National Federation of child protection organisations and a Eurochild member), the French Red Cross and Nexem regret, along with most of the civil society actors, the time restriction of the support and raise concerns on the funds allocated. However, they welcome the progress made concerning, in particular, better access to common law.

For many years, and especially since the first anti-poverty plan in 2012 was put into action, the situation of young adults leaving care, most of whom were without necessary support, has been criticised. This is why the creation of a ‘contract of autonomy’ (experimental tool for professional integration) appears as a new perspective, and above all, an opportunity to involve all public actors. The amended law offers new rights for young adults, such as being able cared for by a person of their choice, preferred access to housing or to benefit from this support until the end of their studies.
