Peer-to-Peer Workshop in Bulgaria: Advancing the European Child Guarantee

The Peer-to-Peer Workshop in Sofia, co-organised by Eurochild and its member National Network for Children, brought together policymakers, civil society organizations, researchers and individuals with lived experiences to evaluate progress and strengthen the implementation of the European Child Guarantee (ECG) in Bulgaria.

The 3-day event fostered discussions on collaboration, policy development, and overcoming key challenges in child welfare.

Speakers, including representatives from Eurochild, the Bulgarian government, the European Commission and UNICEF, emphasized the importance of national and local action plans, addressing social exclusion, and ensuring child participation in decision-making. Bulgaria was recognized for its strong efforts in implementing the ECG despite political instability, though concerns remain regarding gaps in nutrition, housing, and access to education.

The workshop highlighted international perspectives, showcasing different approaches from Slovenia, Ireland, Romania, Finland, Spain, Belgium, Malta and Portugal. Common themes included the importance of free school meals, mental health support, and social services, alongside challenges such as Roma children’s access to education, disparities in foster care, and financial sustainability.

Key areas for improvement identified during the event included data collection, early childhood development, social protection, and tailored regional measures. Civil society organisations presented innovative local initiatives, demonstrating effective strategies in supporting vulnerable children. The discussions culminated in the development of a refined Position Paper on Advancing the Implementation of the European Child Guarantee in Bulgaria, outlining concrete steps for strengthening policies and practices in child welfare.

Additionally, during her days in Bulgaria, Eurochild President Marie-Louise Coleiro Preca met with Bulgarian President Rumen Radev to discuss the country’s commitment to child rights and further policy enhancements. At the same time, members of Eurochild and National Network for Children met with members of the Bulgarian Parliament to further highlight the importance of investment in child protection and welfare.

Overall, the event reinforced Bulgaria’s dedication to ensuring no child is left behind through the European Child Guarantee.
