Cyprus' 2024 Biennial report on the implementation of the Child Guarantee – an overview

Three years after the adoption of the European Child Guarantee, EU Member States are releasing the first report on its implementation. The reports offer an overview of the context, target groups, and services established to execute the European Child Guarantee’s National Action Plans. Additionally, they include sections covering indicators, financing details, and insights and conclusions gleaned from the implementation process.

The Cyprus Government submitted its 2024 Biennial report on the implementation of the Child Guarantee in March 2024.

The report focuses on:

  • Preschool education and care: There is a plan to create a quality framework for Preschool Education and care, subsidise care, expand free pre-primary education for children up to 4 years old, and create multidisciplinary teams responsible for assessing children in vulnerable situations. 
  • Education: Programmes to address early school leavers, and support students with special needs.
  • Health care: Creation of a Center for Children with Neurodevelopmental Disorders and preventive services, including for families with children with hearing impairment aged 0-3.
  • Healthy lunch and nutrition: Access to healthy meals is provided outside of school days. The Feeding Students in Need Project also provides eligible students in vulnerable situations with daily free breakfast. 
  • Housing: Provision of the housing benefit Minimum Guaranteed Income, support for vulnerable families through the Baby Dowry scheme, and provision of services for unaccompanied minors.

Eurochild and its members will continue to call on Member States to release their biennial reports and work to ensure the Child Guarantee National Action Plans helps end child poverty.
