Hungary's Child Guarantee National Action Plan - An overview

2021 was a turning point in the fight against child poverty, with the launch of two landmark initiatives, the EU Strategy on the Rights of the Child and the European Child Guarantee.

As EU Member States submit their Child Guarantee National Action Plans, Eurochild will share highlights from each plan that members, children's rights advocates and influencers can use in their own work to ensure children's rights remain high on the political agendas across Europe.

The Hungarian government submitted Hungary's Child Guarantee National Action Plan (NAP) on 12 April. 

The Hungarian Child Guarantee National Action Plan focuses on:

  • Early Childhood Education and Care: Means-tested approach for the crèche, improved crèche facilities, support the return to the labour market of parents, support from professionals through children’s centres
  • Education: Mandatory, free and accessible education for all from kindergarten to graduation, early warning and pedagogical support system, training of teachers to prevent early school leaving, pedagogical framework and community centres for Inclusion, programmes to create opportunities, free or subsidised school meals, travel discount for disadvantaged children  
  • Healthcare: Health visitors’ network, educational work of parents and teachers, day-care centres for persons with disabilities, free disability counselling services in family and child-welfare centres
  • Nutrition: Meals during school holidays and digital education, addressed specific dietary needs, introduction in a public health product charge, assistance and advice on health, lifestyle and lactation to parents
  • Housing: Increased availability and capacity of family shelters, boarding school programmes for disadvantaged and multi-disadvantaged children, provides family home grant
  • Children in alternative care: Priority given to the foster parent network, provision for (special) foster training organised under the central foster parent teaching programme, ensure children’s shelters
